Abstract

Towards Inclusivity: The Development of Civil Registration in Indonesia 2019–2023 illustrates disparities in population administration through the levels of civil registration completeness across various regions, social, and economic groups. The results indicate that underdeveloped areas and impoverished communities have significantly lower registration rates compared to other groups. This study also identifies key drivers, such as civil registration service programs, and major barriers, including characteristics of vulnerable populations, poverty, and unemployment. The primary recommendations include improving the civil registration service system down to the village/sub-district level and enhancing cross-sector collaboration to accelerate the achievement of universal civil registration.
