Abstract

Corruption is no longer a new thing in the society life. Indonesia is a country that continues to encourage prevention and eradicating corruption in all fields. This action becomes the government’s attention considering of the bad impact from corruption in all lines of life. Various kinds of elements that can describe the daily corruption behavior or commonly known as ‘petty corruption’ of the Indonesian society are comprehensively described in this publication.Anti-Corruption Behavior Index (IPAK) covers three main phenomena of corruption, such as bribery, extortion, and nepotism. Anti-Corruption Behavior Index value ranges on a scale of 0 to 5. The closer to 5 means the better value. This means that society is behaving increasingly anti-corruption. In 2021, the IPAK value is 3.88; higher than in 2020 (3.84). This increase is due to the increasing of public perception about anti-corruption to certain behaviors.Anti-Corruption Behavior Index is formed based on two dimensions, that are Perception Dimension and Experience Dimension. The Perception Dimension is in the form of an assessment or opinion on anti-corruption behavior in the community. Meanwhile, the Experience Dimension is in the form of anti-corruption experiences that occur in the community. In general, despite of the fluctuations, there is an increase in the Perception Index in 2021. This shows an increase in public knowledge and assessment of anti-corruption behavior. In 2021, the Perception Index value is 3.83, an increase of 0.15 points compared to the Perception Index in 2020 (3.68). On the other hand, the Experience Index in 2021 (3.90) fell slightly by 0.01 points compared to the Experience Index in 2020 (3.91).In 2021, Anti-Corruption Behavior Index for the community with the highest education completed below Senior High School is 3.83; Senior High School is 3.92; and above Senior High School is 3.99. Anti-Corruption Behavior Index for urban communities is higher (3.92) than rural communities (3.83). In terms of age, people aged 18-40 years are the most anti-corruption compared to other age groups. Anti-Corruption Behavior Index for people aged 18-40 years is 3.89, 40-59 years old is 3.88, and aged 60 years or more is 3.87.In 2021, 17.63 percent of the public pay more than provisions, both when accessing the services themselves or through intermediaries. This number increase compared to 2020 (16.79 percent). This increase probably because of the condition since pandemic, there are more people who use intermediaries and pay more than the provisions, where the percentage of people who use intermediaries when administering services in 2021 increase by 1.20 percent compared to 2020.Meanwhile, there are 19.62 percent of business actors who pay more than the provisons, both when accessing the services themselves or through intermediaries. This number decrease compared to 2020 (19.97 percent). However, it seems that there are still more business actors who pay more than the provisions when administering public services compared to the general public in 2021.
