Abstract

BPS-Statistics Indonesia conducts The Anti-Corruption Behavior Surveybased on Regulation of President No. 55/2012 about National Strategy for
Corruption Prevention and Eradication. This survey is conducted every year from2012 to 2018, except for 2016. In 2018, this survey carried out throughout in all provinces in Indonesia which spread over 170 regencies/cities. The number of samples is 9,919 households. Anti-Corruption Behavior Index can be used forestimation at national level.The Anti-Corruption Behavior Index value ranges on a scale of 0 to 5. Thecloser to 5 means better. It means that community behaves more anti-corruption.In 2018, Anti-Corruption Behavior Index is 3.66; lower than 2017 (3,71). This decline is caused by increasing access to public services through intermediaries and increasing of community which give money or goods exceeds the provisionsand considers that case is normal.Anti-Corruption Behavior Index is formed based on two dimensions, that are perception and experience. The perception dimension is the form of community assessment of several anti-corruption behavior in the community. The experience dimension is anti-corruption experience by the community. Based on dimension, perception index is 3.86; while experience index is 3.57. These results represent that zero tolerance culture to corruprion behavior is still not optimal internalized in every individual.Anti-Corruption Behavior Survey 2018 shows that: (1) the percentage of people who know official fees for public services are less than 69 percent; (2) existence of people who pay fees exceeds provisions when accessing public services; (3) most payments that exceed the provisions occur after service iscompleted; (4) most payments that exceed provisions occur in the form of money.
