This publication attempts to portray images of petty corruption by state civilian apparatus to the general public as well as the corruption perception of the public on corruption. Communities as recipients of services should pay bribes to obtain services that should be free to pay with motivation to avoid threats or penalties or adverse effects of administrative sanctions.
